Another scandal surrounding possible embezzlement of budget funds has erupted in Kyiv. The head of the Kyiv City Military Administration, Timur Tkachenko, accused Kyiv City State Administration officials of systematically ignoring signals about violations in the procurement sector received from the Bureau of Economic Security of Ukraine. According to him, only 19% of such warnings in 2024 received at least some reaction from the city authorities. The rest — 81% — were ignored.
We are talking about more than 100 cases of “problematic” tenders totaling 8 billion hryvnias — almost every tenth hryvnia of the capital’s total budget, which in 2024 amounted to 85.3 billion. BEB cannot monitor all procurements due to limited resources, but even those violations that were identified were left without proper response.
As an example, Tkachenko cited a case with the reconstruction of the dams of the silt fields of the Bortnytsia aeration station - a tender for 600 million hryvnias, to which the Kyiv City State Administration admitted the contractor despite the warnings of BEB economists. According to the head of the Kyiv City State Administration, a similar situation is repeated constantly: companies that do not pay taxes, do not have personnel or material resources, win million-dollar contracts, while officials pretend that they do not see anything.
Timur Tkachenko is already convening a special meeting of the Transparency and Accountability group so that the Kyiv City State Administration of the Economy and Finance in the capital can publicly report on the status of procurement and the use of budget funds. He hinted that such working tools are being ignored in the Kyiv City State Administration, and if funds were not being embezzled, Mayor Vitaliy Klitschko could have helped the army much more — in particular, by purchasing drones for the Armed Forces of Ukraine.
This statement was actually another blow to the capital's authorities and Klitschko personally, who is increasingly being accused by the military administration of lack of control and irresponsibility in managing the city budget.
