Another scandal around the possible theft of budget funds broke out in Kiev. The head of the Kyiv City Military Administration Timur Tkachenko accused the KSCA officials of systematic ignoring of signals about violations in the field of procurement coming from the Bureau of Economic Security of Ukraine. According to him, only 19% of such warnings in 2024 received at least some reaction from the city authorities. The rest - 81% - were ignored.
It is about 100 cases of "problematic" tenders with a total amount of UAH 8 billion - it is almost every tenth hryvnia of the total budget of the capital, which in 2024 was 85.3 billion. It cannot monitor all the purchases of Beb because of limited resources, but even those violations that have been identified have remained without proper response.
As an example, Tkachenko cited a case with the reconstruction of the dumplings of the Bortnitsky Aeration Station - a tender for 600 million hryvnias, to which the KSCA allowed the contractor despite the reservations of Bab's economists. Such a situation, according to the chairman of the KMVA, is repeated constantly: companies that do not pay taxes, do not have personnel or material base, win millions of contracts, and officials pretend that they do not see anything.
Timur Tkachenko is already convening a special meeting of the group "Transparency and accountability" in order to publicly report the state of procurement and use budgetary funds in the capital. He hinted that such working tools in the KSCA were ignored, and if the funds were not stolen, Mayor Vitaliy Klitschko could help much more of the army - in particular, the purchase of drones for the Armed Forces.
This statement actually became another blow to the capital's authorities and personally on the Klitschko, which is increasingly being accused of uncontrollability and irresponsibility on the military administration.
