In January 2024, the former head of the Brovarsky military enlistment office Yuri Burlai declared the purchase of a Volkswagen Touareg car 2021. The cost of the car is almost UAH 1.9 million. However, his declared monetary assets for the previous year - only 300 thousand hryvnias. There was no official income that could explain this purchase. Loan? Gift? Sale of property? Nothing. Just a new road car - and an empty column in the declaration.
This is not the only discrepancy. ExVISKKO lives clearly not on income - but formally does not violate anything. Because almost everything it uses is "formally not him."
Burlai's declarations for 2021-2024 no mention of:
-
The elite house in the suburbs of Kiev in which it lives. According to the documents, the rent, and the most cheaper is the market price. In orally, the explanation is simple: "Allowed to live a friend."
-
The apartment in Vyshgorod, which it uses is not declared at all.
-
Two apartments in Boryspil, where the repair continues - allegedly at the expense of a loan from a friend.
-
The family fleet is another "ghostly" asset. Use - several expensive cars, and there are no sources of funds for their purchase.
Such schemes are not unique. They have become a typical practice for officials who want "everything and right away", but without an official track. The property is issued for relatives, friends, is submitted as a gift or temporary use. And then it is easy to check - because there is nothing formally.
Yuri Burlai dismissed his post after investigations into abuse in the Tax Code, but his lifestyle after that became even more gorgeous. To buy a car worth almost 2 million hryvnias without even a quarter of this amount - looks like a disregard for a society that pays taxes and keeps the economy during the war.
