Former Deputy Mayor of Odessa Pavlo Vugelman published a declaration for 2025, in which he indicated significant cash receipts, including a gift of 500 thousand hryvnias from his father.

In general, the financial indicators of the official's family remain consistently high. The main source of Vugelman's income in the reporting year was his salary as vice mayor - over 1.3 million hryvnias. In addition, he received funds from renting out property, which brought in another 390 thousand hryvnias.
The declaration also records relatively modest bank savings — just over 58 thousand hryvnias and 764 US dollars. No other large financial assets are listed in the document.
Vugelman declared two apartments in Odessa as real estate. One of them, with an area of 39 square meters, belongs to the politician himself, and the other, with an area of over 200 square meters, is registered to Lyudmila Vugelman, who is believed to be his mother. These properties have been appearing in the official's declarations for several years.
At the same time, the story with gifts in Vugelman's declarations is systemic. Previously, he repeatedly mentioned receiving significant sums from Volodymyr Vugelman, who is considered his father. In particular, for several years in a row there were regular cash gifts of hundreds of thousands of hryvnias.
This data attracts attention against the background of previous publications by journalists, who pointed out possible discrepancies in the official's declarations. In particular, it was about material assistance received in 2022, which was not reflected in the reporting.
Pavlo Vugelman has served as deputy mayor of Odessa since 2016 and was a member of the inner circle of Mayor Gennady Trukhanov. His name was also mentioned in the case of the purchase of the Krayan factory building, which became one of the most high-profile anti-corruption proceedings in the city.
After the creation of the Odessa City Military Administration in 2023 and personnel changes in the city government, Vugelman left his position. Against this background, his financial declarations continue to arouse public interest, in particular due to regular cash gifts and income structure.
