Corruption scandals in the Kyiv City State Administration have not been surprised for a long time. But the latter case is a real shock even for you. According to the SBU, high -ranking officials of the City City Hall in conspiracy with utilities and private companies have stolen millions of hryvnias allocated for the care of seriously ill people, in particular - with mental disorders.
The investigation is organized by the former Deputy Director of the KSCA Department of Health Gennady Lepsky, who has now worked at the Psychiatry Municipal Institution. He has already been arrested with the right to make a bail of UAH 57 million - just as much, according to investigators, it was stolen from the budget under the cover of the social program "Care. To meet the people of Kiev. "
Formally, everything looked noble: the treaty with LLC "Good health" provided for the provision of palliative care - care, nutrition, medicine - incurablely sick people of Kiev. This was allocated 149 million hryvnias. In practice, the lion's share of funds was brought to the controlled FOPs under the guise of lease of property, purchases of goods and "pseudo -servicing", which were not actually provided or provided at inflated prices. Some of the "sanitary" cars - for example, the new Porsche Cayenne - were used solely for the personal needs of the organizers.
According to the investigation, two deputy director of the Department of Social Policy of the KSCA (probably Lyudmila Riyako and Galina Dovganchin), director of LLC "Hollow health" Ruslan Matveev and Lepsky, who had so much arrogance that he received money for fictitious services, were involved in the scheme.
When it smelled with a pry, Lepsky tried to escape abroad on counterfeit disability documents - the same he made himself to avoid mobilization. But it was not possible to escape - it was detained.
Interestingly, this story is not the first scandal with the name of Lepsky. Back in 2019, he "glowed" in the media with Luxo Porsche Cayenne, decorated with his brother. In the same year, the NACC found that the official did not declare the change in property. And in 2022, Lepsky was in court due to non-payment of alimony for a child.
The prosecutor's office is currently accusing him of several articles: large fraud, forgery, abuse of office and legalization of proceeds from crime. The persons involved in the case are threatened with up to 12 years in prison.
The KSCA Department of Social Policy has officially reacted, stating that the services were rendered and the expenses were confirmed by the acts of work performed. But the DPS's findings and analytical work are the opposite: millions of hryvnias were excreted without real benefit for patients.
Against this background, Komarnitsky films look not so shocking. The KSCA seems to be systematically and professionally robbing the budget, covering up with beautiful programs, loud initiatives and even charity. The only difference in robbery objects - this time it was the weakest and most protected.
