In the Kiev region, law enforcement officers exposed three people who, according to the investigation, organized a large -scale scheme of theft of local budget funds. It is about the director and chief economist of one of the private utility companies, as well as the former official of the Buchan City Council. During 2021-2023, they illegally seized more than UAH 13 million.

Investigators found that the director and chief economist of the enterprise intentionally overstated the difference between the current tariffs for utilities for the population and the actual costs. We are talking about tariffs for heat supply, water supply and sewerage.
They transferred the heads of one of the departments of the Buchan City Council. According to the investigation, the official did not organize any verification of these calculations, although she had to do so within the duty. As a result, the community budget unreasonably reimbursed the company over UAH 13 million.
Law enforcement officers informed the director and economist about suspicion under Part 5 of Art. 191 of the Criminal Code of Ukraine - seizure of property, entrusted with a person or who was in charge of it, in particularly large sizes. The sanction of the article provides for up to 12 years in prison with confiscation of property.
The former City Council official is suspected of negligence, which caused grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine). She faces up to 5 years in prison.
The investigation is ongoing. The police stressed that further investigative actions were carried out to establish a full range of involved persons.
