The Dniprovsk City Council plans to spend 295 thousand hryvnias on the purchase of folders for award. At first glance, it is a regular public procurement, but the tender conditions have raised doubts not only from potential participants, but also at the Antimonopoly Committee of Ukraine (AMCU).
The first suspicion was caused by a complaint of one of the participants who pointed to the discriminatory conditions of the competition. In particular, the customer demanded to provide samples of products within 1-2 working days - too compressed, given that the production of samples requires time, materials and logistics. In fact, this limited the participation of only those companies that already had information about the tender or special benefits.
Another problematic requirement was the specific type of material for the manufacture of folders. As it turned out, this material is supplied by only one bankruptcy company. In Ukraine, it is almost impossible to buy it, which is the requirement that was required for bidding.
The AMCU acknowledged separate requirements of the tender discriminatory and unrealistic and obliged the City Council to amend the documentation.
However, as of June 30, no updates were submitted, and the deadline for submission of proposals continues, although the auctions themselves were to take place on June 16. The tender website lacks information about changes or clarification.
