Director of the Kyiv City Employment Center Dmytro Novytsky declared 418 thousand euros and 361 thousand US dollars in cash in 2024. His wife indicated almost similar amounts — 438 thousand euros and 350 thousand dollars. This was reported by the international detective agency ABSOLUTION.
Novytsky's declaration states that his annual salary was over 700 thousand hryvnias, and his wife, having earned over 2.5 million hryvnias, also keeps funds in banks in Hungary, Spain, and Italy.
In 2023, when Novytsky was appointed to the position, he already owned all of these assets. Before that, he worked as a foreign economic activity manager at Tiko Holding and as the executive director of Tamako-Invest.
His wife holds corporate rights in several business structures:
-
LLC “Shumlyache” (50%)
-
LLC “Atlant City” (100%)
-
Avtolivmash LLC (50%)
-
MARI INVEST DEVELOPMENT (100%, Hungary)
Journalists discovered that she is registered at the same address as Svitlana Novokhatska, vice president of Kyivmiskbud. Based on this source, they suggest a family connection — Maria Novytska may be Novokhatska's daughter.
Another interesting connection is that Svitlana Novokhatska's roommate, Ihor Petrishak, works in the Accounting Chamber. This body is authorized to audit the use of budget funds, including the programs of the Employment Center, which Novytskyi manages.
A family with millions in cash savings, access to budget flows, and influential connections in the construction industry is a classic example of a Ukrainian power network. And so far, there is no explanation as to where the suitcases of currency came from.
