In August 2025, the Department of Education of Shevchenkivskyi District of Kharkiv concluded an agreement with the KP “Kharkiv Repair and Construction Enterprise” for UAH 1.41 million. This is about the improvement of the territory of Lyceum No. 105 on Danylevsky Street, 36, where the construction of an underground school is underway in parallel.
According to the documentation, the contractors are to lay a safety coating, lay geotextiles, fill in marble chips, and equip the yard. The costs are officially financed from the city budget.
Analysis of the estimate showed significant discrepancies with market prices.

Rubber tiles 500×500×30 mm are stipulated in the contract at 2,069 UAH/sq m, while the average market value is 890–910 UAH/sq m. Only on this item the probable overpayment reaches 180 thousand UAH.

Needle-punched geotextile with a density of 300 g/sq.m is priced at 68.37 UAH/sq.m, although it can be purchased on the market for approximately 40 UAH/sq.m.

Marble chips 16–32 mm in size are estimated at 26.08 UAH/kg, while the market price is about 20 UAH/kg.
In total, the overpayment for these materials alone could amount to hundreds of thousands of hryvnias.
This is not the first time that funds for Lyceum No. 105 have been spent in a questionable manner. Previously, two contracts were concluded with PJSC “Trest Zhytlobud-1” for the construction of a radiation shelter for a total of UAH 102 million. At that time, prices for certain materials were found to be overstated by 20–40%.
The facts indicate a lack of effective control and transparent tender procedures in the education sector in Kharkiv. Such practices create risks of misuse of budget funds and undermine trust in state infrastructure restoration programs.
