The Izium City Council continues to finance the repair of a dwelling house on Soborna Street, 39, investing millions of hryvnias in an already familiar construction company - LLC "Slobozhansk construction company" Sargon ".
Recently, the Housing Office has concluded a third agreement with this contractor - another UAH 7.47 million. This is the third contract for repairing the same facility:

In September 2024 - a contract was signed by UAH 61.1 million (then reduced to 53.4 million),

in December 2024 - another UAH 3.3 million (subsequently reduced to 3.06 million),

And now, in June 2025 - another UAH 7.47 million.
The total amount of budget expenditures is almost UAH 64 million. However, even this was not enough - the estimates contain systemic overestimation of prices, which indicates possible fraud.
For example:

Isolation of K-Flex ST cost the City Council of 172.51 UAH/m, while its market value-about 53 UAH;

metal tile - 660 UAH/m², market price - 415 UAH;

onboard stone - 442,56 UAH/m at the market of 206 UAH;

Ceresit plaster - 132.59 UAH/kg, although retail at the Epicenter - 103.36 UAH.
According to estimates, only at these positions the overpayment exceeds 350 thousand hryvnias, and this without taking into account other possible overestimation in the project.
The contractor - Sargon LLC - is not a newcomer in the field of public procurement. The company is also known to be engaged in the reconstruction of the Starosalt Lyceum for 205 million hryvnias. Interestingly, the repair was not yet completed, as drones of Kamikadze were hit by the building.
The company is owned by Igor Kupvsky - a name, well known in the circles of contractors in Kharkiv region. His firm is not the first time in the center of suspiciously expensive projects.
Against the backdrop of a total shortage of finance finance, similar cases again actualize the question - are public funds really spent effective? And who controls these “millions of repairs”?
