Kyiv City Council deputy Andriy Vitrenko initiated the creation of a temporary control commission to check the activities of the municipal organization "Municipal Protection". According to the deputy, there are serious suspicions of abuse of budgetary funds and the use of structure as a personal force support of the mayor of the capital Vitaliy Klitschko.
According to Vitrenko, in 2024, the maintenance of "municipal protection" from the city budget provides 741 million UAH, and for the 2025 it is planned already 824 million. The cost of man-hour of the guard is twice exceeding the market rates: 182 hryvnias against standard 100 UAH.
“In fact, this structure works as a personal protection of the mayor, not as a municipal service that should ensure security at community facilities. We have to check where this money goes and whether it has turned into a shadow army under the control exclusively of the KSCA, ”Vitrenko stressed.
In addition, much of the municipal protection workers have a reservation from mobilization, although it does not actually perform critical functions. The deputy also drew attention to the frequent cases of use of force by protection workers against activists and citizens.
Special indignation has caused information that the structure that is held at the expense of taxpayers provides security services to commercial objects, including the tootsie night club, which associate with the mayor's environment.
If the investigation confirms the facts of abuse and excess of authority, Vitrenko considers the full liquidation of the organization.
“We must return the capital industry of the capital in a transparent, competitive and legal field. If it is confirmed that "municipal protection" works as a personal army of Klitschko - it should be liquidated, ”the deputy summed up.
