In 2024, Kyiv region received from the state more than 79 million hryvnias to provide orphans. However, almost half of these funds remained unused. It's not just statistics. These are specific children who still have no roof over their heads, despite the existing funding.
Up to 12 communities of Kyiv region were directed from the state budget in the form of a subsidy. However, more than half of these communities have not used a single penny at all. Five of them did not even start the implementation process. Only about 39 million was actually aimed at the needs that were to be fully resolved.
The failure of the system became even more obvious in 2025. Out of more than UAH 106 million, provided for housing for orphans in the Kiev region, only 6 million were used for five months. In the city of Kiev the situation is somewhat better, but also far from the norm. In 2024, the capital had over UAH 12 million for these needs, but 3.6 million remained unarmed. In 2025, almost half of the funds have not been used yet.
Why did it happen? The reasons are in full inefficiency of local authorities, lack of coordination, reluctance to take responsibility. It is not a lack of money, but about the inability of the authorities to perform their direct responsibilities.
The rights of orphans to housing are guaranteed by law, but in practice they are victims of bureaucracy. While the community is delayed from the distribution of funds, dozens of children remain in boarding schools, temporary homes or at all without a certain place of residence.
It is a flashy violation not only of social justice, but also the basic rights of the child. If the state fails to guarantee the elementary - the roof over the head - then all other guarantees become empty.
Subsidies must work and not disappear in reports and plans. Every hryvnia not spent on housing for orphans is a lost childhood that has been lost.
