Companies related to the President of the Confederation of Builders of Ukraine Lev Partskhaladze may soon receive part of the land assets that previously controlled the bankrupt and fugitive Mykola Lagun - the former owner of Delta Bank. It is, in particular, about hundreds of hectares of land in the Belogorodka and Chernihiv region, drawn up on false structures, and now under court arrests.
In February 2025, the data in the YouControl Registers recorded a change in the owners of several companies, including Chernihrad LLC and Borodyaninvestmen LLC with 63 hectares and more than 100 hectares of land respectively. These firms have moved from people lagoon to new structures - in particular LLC "Terrachab", owned by Alexei Mykolenko, the son of the expert of the State Treasury of Kyiv region.
No less interest is caused by Bilgrad LLC - the company owns 17 hectares of land for development, which appear in court cases because of the ancient conflict of Laguna with OMOX LLC (developer in Chaika village). The land was transferred to the use of more than $ 2 million in debt.
Lagoon's lawyers are currently trying to withdraw this Agreement. Formally, the plaintiff is LLC "Grad Free", which was transferred to the bilgrad areas. It can be an attempt to "wash" an asset because of the emergence of a new investor capable of repaying lawsuits and "translating" problematic land into active development. It is rumored, among such - a structure related to Lion Partskhaladze.
Despite the fact that nearly 100 hectares of 116 in the Vilna City are arrested through case # 42021112200000020 (Fracking of Ukreximbank loan), the Vilne LCD project is already publicly advertised as “promising”. The profile portals can be found from 2021, although the real construction has not yet begun.
Against the backdrop of active seizure of property from bankers such as Bakhmatyuk, the story with a lagoon looks weird. The authors of the investigation state that if partzhaladze companies go to the agreement, banks may lose the right to pledge forever.
Oschadbank and Ukreximbank, which are trying to collect the losses from the lagoon and its management, can again remain empty if "new blood" receives land without taking into account previous obligations. In this context, the reaction of the internal audit services of these banks should be especially interesting, in particular when new loans are issued.
