Vitaly Dibrov, an ex-employee of the Forensic Research Center for Information Technology and Intellectual Property, who previously worked at the Ministry of Justice, was convicted of corruption in Kyiv. This became known from the verdict of the Shevchenko District Court of Kyiv.
Dibrov has worked at the center since 2020. In 2021-2022, the municipal organization "Kyivmedspetstrans" held tenders for the purchase of spare parts for ambulances in the amount of 49.5 million hryvnias. After the investigation by the police department, it turned out that these spare parts were bought at inflated prices, which led to an overpayment of 12.6 million hryvnias, and that the organizers received an illegal benefit.
In March 2023, the director of "Kyivmedspetstrans" learned about the investigation in which he and his subordinates appeared. In order to hide the crime, he instructed his deputy to organize the bribery of an expert who was supposed to draw conclusions that the prices were normal and the city of Kyiv did not suffer losses.
The deputy head of "Kyivmedspetstrans" offered the expert free maintenance and repair of his car in exchange for making false conclusions. The expert agreed, and from April to the beginning of June 2023, he made six false conclusions. For this, he had his car repaired at the production workshops of "Kyivmedspetstrans" without demanding payment.
In August 2023, employees of "Kyivmedspetstrans", their deputies and several directors of private companies were detained and announced as suspected of embezzling funds for spare parts for ambulances.
The court found the expert guilty of drawing up false expert opinions and receiving an illegal benefit. The expert agreed to plead guilty and was fined 34,000 hryvnias, and was also prohibited from engaging in forensic expert activity for one year.
