The mayor of Kyiv, Vitaliy Klitschko, officially responded to the petition of Kyiv residents, who called for public transport to be stopped during the Minute of Silence. In his answer, Klitschko explained that it is currently impossible to meet this proposal due to traffic regulations, security issues and the intensity of traffic.
The petition to honor the memory of the fallen defenders in Kyiv, which quickly gained the necessary number of votes for consideration, received a rather evasive response from the city authorities. The people of Kyiv suggested that every morning, one minute before the All-Ukrainian Minute of Silence, they should turn on a voice explanation on the loudspeaker about what should be done during the Minute of Silence. The same recording should be broadcast in the subway and in general in public transport, which should be stopped for this time. The main demand is that people and the life of the city stop for this moment. However, Kyiv will not succeed in becoming an example for all other cities and showing how to honor the Ukrainian military.
In the official response to the petition signed by Vitaliy Klitschko, it is said that a sufficient "number of events" are being held in the capital to commemorate the fallen soldiers. In particular, the sounding of a metronome for a nationwide minute of silence on the airwaves of the Kyiv FM radio station and the Kyiv TV company, the holding of a Minute of silence in educational institutions during official and work events organized and during official and work events of the Kyiv City Council and KMDA. The plan is to hold "patriotic informational, educational and educational events" in educational institutions this school year. Regarding the traffic stop, the veiled answer is "no".
"In view of security issues, the intensity of traffic in the capital and the requirements established by the Traffic Rules, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 10.10.2001 No. 1306, the daily stoppage of public transport traffic proposed in the petition needs additional study," the response reads.
Fulfillment of other requirements mentioned in the petition is promised to be implemented. Among them, for example, the involvement of business entities, in particular, distributors of advertising, in holding the Minute of Silence by demonstrating relevant information on advertising spaces. In addition, the Kyiv Council is finally going to study how the territorial automated system of centralized notification works. But can it be used to broadcast sound or test messages. A separate task that needs to be dealt with is the implementation of a system for broadcasting sound announcements about the Minute of Silence in public transport.

As the Informant wrote, a draft decision on organizing a city-wide Minute of Silence in Kyiv was submitted to the Kyiv City Council, its author is a member of the Kyiv City Council from the "Golos" faction, military serviceman Vadym Vasylchuk. Basically, all the deputy's proposals are identical to those expressed in the petition, with the exception of one: Vasylchuk proposes not to stop the operation of the city's subway and electric trains during the Minute of Silence, so as not to disturb the schedule of the city's electric transport.
