Not only the tires but also the scheme can be scrolled in the tenders of Kyivpastrans. This is exactly how, according to the investigation, in 2022, the head of a private company, together with the officials of the utility, turned the scheme for almost UAH 5 million - at the expense of the city budget.
The scenario is simple: under one "his" participant the conditions of the tender are prescribed, others are subjected to automatically, the contract is signed, the tires are imported - but at prices that are slightly far from market.
The Prosecutor's Office of Kiev reported suspicion of the director of a private company who won the tender. Formally - for the delivery of tires for communal transport. In fact, for joint sawing of the tender with the officials of Kyivpastrans.
According to the investigation, the officials of the enterprise created discriminatory conditions - that is, such a technical task that only a specific firm could perform. Coincidence? Hardly. Then a contract was concluded with this company. And further - all in the scenario: the price tags flew up, and quality and transparency - disappeared somewhere.
Expertise showed: budget losses - 4.9 million hryvnias. And this, by the way, is about the price of 5 new trolleybuses for Kiev (or 15 years of free travel for a pensioner in capital transport). Or is a good cashback for someone who can "cook" tenders.
Earlier, two officials of Kyivpastrans - the former deputy director for production and the head of one of the departments - received suspicions in this case. Now the line of law enforcement officers came to the direct artist - the entrepreneur who delivered the tires.
This is not the first tender with tires that pulls on criminal liability. In previous years, stories had already occurred in Kiev, when the rubber was "golden" for gold and the compliance documents were fake. But this time the scheme was designed "by classics": "tuned" tender, its winner, an inflated price, and-half of the budget "went out" in a business class.
Kyivpastrans serves millions of passengers every year. But, apparently, it is best served not by the people of Kyivans, but by the selected suppliers who are perfectly oriented in tenders. And even better - in how these tenders are bypassed.
