A dangerous trend of systemic pressure on entrepreneurs is unfolding in Lviv, disguised as the work of the Bureau of Economic Security of Ukraine. The local branch of the BEB has actually turned into an instrument of selective terror against business - using falsified criminal proceedings, unfounded searches, fake suspicions, and prosecutions "in absentia.".
This practice is happening openly, massively, and, it seems, with the full support of the prosecutor's office. The Lviv Regional Prosecutor's Office and even the Prosecutor General's Office see no violations, despite the glaring facts. All requests from BEB pass without resistance — without proper analysis, legal review, or objections.
A special role in the repressive mechanism is played by the judge of the Lychakiv District Court, Volodymyr Marmash. He consistently receives cases from the BEB — despite the fact that the cases often have no relation to the jurisdiction of his court. In 100% of cases, Marmash makes decisions in favor of the security forces. According to the official version, judges are elected automatically. But in practice, as sources indicate, all the “necessary” cases are sent by the head of the court, Hryhoriy Zhovnir.
Interestingly, after the treason case against Viktor Medvedchuk was classified, a million hryvnias unexpectedly appeared in Zhovnir's declaration — without any explanation of its origin.
The financial situation of Marmash's family is also opaque. His wife, a judge at the Zaliznychny District Court, declared income whose origin is questionable. The explanation of "erroneous payments" looks even more unconvincing against the background of the family's real expenses.
The situation with the head of the Lviv regional administration of the BEB, Andriy Kozyuk, is also illustrative. Over two years, his family spent significantly more on apartments and cars than they officially earned. But no one is interested in the issue of the difference between income and expenses - after all, "the schemes work.".
Thus, a local vertical was formed in Lviv — judicial, prosecutorial, and investigative — that turned the law into a tool for enriching and suppressing disloyal business. And so far, it operates with impunity.
