The Ministry of Finance revealed how much officials actually earn

Despite the war and limited budget resources, the average salary of Ukrainian officials continues to grow rapidly. According to the Ministry of Finance, in April 2025, the average salary in central executive bodies reached 57.2 thousand hryvnias, which is 19.3% more than in April 2024 (48.0 thousand hryvnias).

For comparison, the average salary in the country, according to the Pension Fund, in April was only 19.9 thousand hryvnias - a more modest growth, only 17.9% per year.

Salary ranking among government agencies

The highest salaries are received by employees of the Accounting Chamber - an average of 117.5 thousand hryvnias per month. The structure employs 501 people.

In second place was the National Commission for Energy and Utilities Regulation (NKREKP) - 102,000 hryvnias per month, staff - 518 people.

Interestingly, the National Anti-Corruption Commission, which heads anti-corruption policy, ranks third, although the average salary there is higher — 186.2 thousand hryvnias. But the total number of personnel is only 368 people.

Overall, civil servant salaries increased by an average of 20% per year.

Executive salaries: who gets the most?

If you look at the data on heads of state institutions, the situation is even more impressive. The average salary of managers in April was 126.6 thousand hryvnias, but there are also real record holders.

  • NEURC: average salary of 470.4 thousand UAH for 7 managers

  • NACP: 276.3 thousand UAH for 5 officials

  • National Agency for Arts and Art Education: UAH 236.8 thousand (2 heads)

In total, 21,995 people received salaries in central government bodies in April.

Against the backdrop of general impoverishment of the population and increased tax burden, the growth of salaries in the state apparatus raises more and more questions. Especially regarding the efficiency of spending and the appropriateness of such rewards for heads of institutions, some of which exist more on paper than demonstrate real results.

Recall that in 2023-2024, the Cabinet of Ministers repeatedly promised to review the salaries of civil servants as part of the cost optimization program. However, in fact, the growth continues.
