A group of people's deputies, headed by Anastasia Radina, registered the bill No. 13284, which aims to eliminate the risks of impunity for mobilized persons who are the persons involved in criminal proceedings.
It is a situation where the defendants are called to the ranks of the Armed Forces, which is why court proceedings stop, but the terms of prosecution continue to emerge. The explanatory note states that as of April 29, 2025, at least 54 of such accused are in military service, in particular in cases conducted by the Specialized Anti -Corruption Prosecutor's Office (SAP).
In order to make it impossible to escape from liability due to the expiration of terms, the bill provides:

Supplement to Article 49 of the Criminal Code: the limitation period stops for the accused in NABU proceedings, which are called to the army.

Amendments to Article 335 of the Criminal Procedure Code: court proceedings can only be suspended if the accused in court is really impossible, including in videoconference mode.
In order to confirm this impossibility of participation, a combat order or combat order issued by the commander of the military unit is required.
The bill is intended to establish a balance between the protection of the state and to prevent abuse when accused use military service as a way of avoiding liability.
