The Verkhovna Rada Committee on National Security, Defense and Intelligence has filed a bill No. 13346, which is intended to create legal mechanisms for the transfer of individual servicemen from the special services - Security Service of Ukraine (SBU), the Main Intelligence (GUR) and the Foreign Intelligence Service (GUR).
As stated in the explanatory note to the document, this step was envisaged in 2024 within a broader package of changes to legislation aimed at strengthening mobilization. However, the implementation has encountered a number of legal difficulties - in particular, the lack of clearly spelled out mechanisms of change in the type of military service for persons moving from one power structure to another.
Currently, these restrictions are actually impossible to transfer experts, even with their consent, to the Armed Forces or other defense sector formations.
The document aims to correct this gap and provide a regulatory framework for the organized process of personnel movements in war.
The explanatory note also emphasizes that it is an optimization of personnel resources in the security and defense sector, not for compulsory reduction or dismissal. The bill provides for changes to the current legislation that will allow transparently and within the limits of legal norms to transfer servicemen between departments without losing their status and guarantees.
Against the background of broad public discussion of mobilization issues, the situation with other security structures also attracts attention. In particular, according to official statistics, as of the end of 2024, there were 70-75 thousand men aged 25 to 60 in the ranks of the National Police. At the same time, about 90% of them have release from mobilization, which gives rise to discussions about the uniformity of the distribution of the mobilization resource.
Whether the draft # 13346 will go through the necessary stages of consideration and implementation - time will tell. But its appearance indicates that the power recognizes the need to adapt personnel policy in the conditions of prolonged military conflict.
