Already this summer, about 1800 candidates for the posts of judges in Ukraine will take a new test - knowledge of the history of Ukrainian statehood. According to the Bankova Mail , the High Qualifications Commission of Judges (CCCS) has published a list of topics and indicative answers that caused a lot of surprise among experts and the public.
The exam, which will last 40 minutes, will contain 40 questions from the list of more than 700. But instead of focusing on the legal aspects of state -building, there were quite unexpected topics in the test - Scythian king Athei, Beclybeck Nogai, Divana of Crimean Khans, OUN's activities, Seyemalia Dniester .
Among the examples of questions:
-"How did Prince Lev Danilovich use vassal-solid relations with Beclarbeck Nogai?"
- "What functions did Divan have in the Crimean Khanate for the Gerei dynasty?"
- "What province on the Left Bank was eliminated in the XVIII century?"
Particular attention is paid to the activities of the Presidents of Ukraine. It is noteworthy that only one administration is positively evaluated - the one that "introduced digitalization and won unprecedented", that is, the team of Vladimir Zelensky. The exam includes the question of the application "Action" and digital reform of recent years.
Instead, the historical events of World War II, the occupation period of 1941-1944, as well as the topics of the prerequisites for modern war in eastern Ukraine in the test are almost not mentioned. This has already caused comments from parliamentary committees and public organizations.
The Verkhovna Rada criticizes the approach to preparation: according to one of the deputies, the structure of the test is more similar to the "course of the Faculty of History with political implications" than to professional evaluation of future judges.
In the SCCS, the responsibility for the preparation of the test was transferred to the National School of Judges. They confirmed that the issue was formed according to the order of the commission, but the method of preparation of candidates still remains opaque.
Candidates, according to experts, will have to use paid mobile applications with answers to prepare for such specific issues. However, the basis before that was created to the law on judges, which at the end of 2024 was signed by President Zelensky. The author of the initiative was Artem Tatarov - it was he who has previously proposed to simplify the testing for IQ, instead adding the historical component.
Thus, the future judge should not only understand the legal basis, but also know how the Crimean Tatar Divan operated, who made the OUN in the rear of the enemy and what reform of digitalization has taken place in recent years.
Whether it will really make judges more knowledgeable in the context of Ukrainian statehood - practice will show. But now experts call the test "hybrid of ideology, history and political PR."
