In Zaporizhzhya and Kyiv regions, large -scale corruption schemes were exposed, which are involved in the regional and city level high -ranking officials. In both cases, it is a systematic theft of public funds and illegal enrichment at the expense of the community.
Scheme in Zaporozhye: Repairs for "their" and millions through envelopes
Investigators exposed a criminal group acting under the cover of the head of the Zaporizhzhya Regional Military Administration Ivan Fedorov. His deputy Yevgeny Mironenko and the director of SE “Local Roads of Zaporizhzhya region” Victoria Repashevskaya are also involved in the scheme.
According to criminal proceedings, through controlled companies-Dorgarant LLC (EDRPOU 44481568), LLC "Aqua-Bud" (EDRPOU 41400018), LLC "Vivat Invest" (EDRPOU 34501006)-organized a system of fictitious tender. The conditions are prescribed exclusively under the "contractors", contracts are concluded at inflated prices.
Representatives of the city council, DPS, DAAS, law enforcement officers and employees of the Tax Code were also involved in the criminal scheme. They receive a reward for covering criminal activity and assistance in evading the mobilization of employees of enterprises involved in schemes.
The funds intended for the construction of infrastructure are excreted through conversion centers, "formal" FOPs and offshore.
The Solomiansky District Court of Kyiv by Resolution No. 760/18880/25 of July 9, 2025 obliged the Bab in the Kiev region to enter the relevant information to the ERDR.
Scheme in Kiev: 37 hectares of "Muromets" for entertainment business
In Kiev, the persons of the other large -scale scheme are the mayor Vitaliy Klitschko and his perennial associate Yuri Zozul. The scheme is related to the illegal seizure of the land of the island of Muromets, which has the status of recreational territory.
An investment agreement was concluded through the Innovative Sports Park and affiliates in the KSCA in 2015. The document envisaged the creation of social sports space. However, instead, the territory is used as a business object-with the construction of capital structures and their renting for entertainment establishments.
This business does not give any revenues to Kyiv. On the contrary - rental profits of up to 20 thousand hryvnias per month are settled in private pockets. At the same time, the scheme avoids taxes and violates the purpose of the land.
The Pechersk District Court of Kyiv by resolution No. 757/28623/24-k dated July 25, 2024, obliged the National Police of Ukraine to submit data on crime to the ERDR.
