Only 12% of citizens who ignored absentee summons received fines. This was stated by People's Deputy Maksym Buzhanskyi , referring to the data of the Ministry of Defense and the results of the joint meeting of the committees.
The reason for such a low percentage of imposed fines is the high cost of the process. Each recommended notification costs the state 82 hryvnias , which turns the mass issuance of fines into an overly costly procedure.
"We cannot send reinforcements near Pokrovsk because the letters are expensive," Buzhansky concluded ironically.
In this regard, the process of mobilization still depends on the detention of citizens on the streets , and not on the systematic punishment of evaders through official mechanisms. According to the people's deputy, 45% of those who evade are declared wanted , but even this does not guarantee their participation in mobilization.
This state of affairs raises serious questions about the effectiveness of the mobilization system. High costs of bureaucratic procedures, lack of resources in territorial procurement centers (TCC) and a weak control mechanism prevent the implementation of strategic tasks under martial law.
The problem needs an urgent solution. Government agencies should develop alternative approaches to challenge TCC evaders to not only reduce costs, but also ensure the effectiveness of mobilization.
