Changes in the draft law on general mobilization during martial law in Ukraine provide for the introduction of a new mechanism for clarifying military accounting data. If this document is approved, it may affect even those citizens of the country who are conscripted and are abroad.
In particular, it is planned to oblige Ukrainians to enter specified data in TCC and JV. So far, information has been gathered about the new norms that are included in this draft law, which has been submitted to the Verkhovna Rada.
Ukrainians may be required to verify their military registration data at the Territorial Personnel Support Centers (TCC). According to draft law No. 10449 dated January 30, 2024, citizens of Ukraine who are on military registration must specify their residential address, phone numbers, email addresses and other military registration data within 60 days from the date of publication of the law.
The document also defines the places where Ukrainians should go to clarify their data:
- In the case of staying on the territory of Ukraine - by personal arrival at the TCC and SP at the place of stay on the military record or at the place of residence, or at the center for providing administrative services.
- In case of stay abroad - by notification to the official e-mail address or official phone number, which are indicated on the official website of the TCC and SP for the place of stay on the military record.

Regardless of the place of stay - through the electronic account of a conscript, conscript or reservist without a personal visit to the TCC and SP.
It is worth noting that according to the new draft law on general mobilization in Ukraine, the summons received in the conscript's electronic account has the same force as a regular paper summons. Therefore, ignoring this electronic subpoena may result in the same legal consequences as refusing to be served with a physical subpoena.
In addition, for Ukrainians living abroad, the new draft law on mobilization envisages a change in the procedure for providing consular services. In particular, it is proposed to provide consular services only in case of military registration documents, especially for men aged 18 to 60. Consular officials will check the availability of these documents.
This bill also includes proposals to lower the conscription age to 25 and abolish conscription, replacing it with military training. Several provisions of this draft law caused considerable discussion in society, in particular, regarding the possibility of seizing motor vehicles for the needs of the Armed Forces of Ukraine for military transport duty.
