Amendments to the draft law on general mobilization during martial law in Ukraine provide for the introduction of a new mechanism for clarifying military registration data. If approved, this document could even affect those citizens of the country who are subject to military service and are abroad.
In particular, Ukrainians are planned to be obliged to enter updated data into the CCC and the SP. Information has now been collected about the new norms included in this draft law, which has been submitted to the Verkhovna Rada.
Ukrainians may be required to update their military registration data at the Territorial Personnel Support Centers (TCK). According to draft law No. 10449 of January 30, 2024, citizens of Ukraine who are on military registration must update their residential address, telephone numbers, email addresses, and other military registration data within 60 days from the date of publication of the law.
The document also defines the places where Ukrainians should contact to clarify their data:
- In the case of staying on the territory of Ukraine - by personal arrival to the CCK and SP at the place of stay on military registration or at the place of residence, or to the center for the provision of administrative services.
- If you are abroad - by sending a message to the official email address or official phone number listed on the official website of the CCC and the SP at the place of stay on military registration.

Regardless of location - through the electronic account of a conscript, conscript, or reservist without a personal visit to the CCC and SP.
It is worth noting that according to the new draft law on general mobilization in Ukraine, a summons received in a conscript's electronic account has the same force as a regular paper summons. Thus, ignoring this electronic summons may lead to the same legal consequences as refusing to be summoned by a physical summons.
In addition, for Ukrainians abroad, the new draft law on mobilization considers changing the procedure for providing consular services. In particular, it is proposed to provide consular services only if they have military registration documents, especially for men aged 18 to 60. Consular officials will check the availability of these documents.
This bill also includes proposals to lower the conscription age to 25 and abolish conscription, replacing it with military training. Several provisions of this bill have sparked significant public debate, in particular, the possibility of confiscating vehicles for the needs of the Armed Forces of Ukraine for military transport duty.
