As of September 30, 2025, Ukraine's state and state-guaranteed debt amounted to UAH 8,024.1 billion, or USD 194.2 billion. In September, the debt portfolio increased by UAH 78.4 billion (≈ USD 1.63 billion), the Ministry of Finance reported.
The external component prevails in the structure of liabilities: UAH 6,063.2 billion (75.6%) or USD 146.8 billion. Domestic debt is UAH 1,960.9 billion (24.4%) or USD 47.5 billion. The increase in September occurred primarily due to external resources - concessional financing from the EU, the World Bank and the governments of partner countries. At the same time, domestic debt decreased by UAH 0.3 billion during the month.
The Ministry of Finance emphasized that international support and a balanced debt policy have made it possible to reduce the cost of servicing and extend the repayment terms of obligations. This should alleviate pressure on the budget in the medium term and ensure predictability of payments against the backdrop of military risks.
