Ukraine is actively moving towards a digital breakthrough - the development of a domestic large language model (LLM) has already started, and the first AI solutions are being tested in the public sector. This was stated by Deputy Prime Minister for Innovations, Minister of Digital Transformation Mykhailo Fedorov.
Five months have passed since the establishment of the WINWIN AI Center of Excellence, which is intended to become a reference point in AI innovations. During this time, the Ministry of Digital Affairs team has moved from strategic planning to practical implementation: 13 AI products are currently being created, including for defense, education, public services, and document management.
Among the solutions already under development:

Chatbot Natalka is an assistant for businesses and partners of the “Diya” portal, who provides advice using artificial intelligence.

The AI assistant in "Diya" is a tool that will provide citizens with personalized information about public services in a dialogue format.

A tool for analyzing regulations will help you write and review documents, reducing preparation time from weeks to a few days.

AI in education - within the framework of the "Mriya" project, artificial intelligence will form individual learning trajectories for children.

Defense AI systems will assist in the collection, processing, and analysis of military information, improving the accuracy of combat decisions.
Separately, the development of a large language model (LLM) in Ukrainian has been started - analogues of ChatGPT, but localized and tailored to the specifics of the Ukrainian state sector and society.
Fedorov stated that the ambition of the Ministry of Digital Affairs is to make Ukraine one of the three leaders in the world in the implementation and development of AI-based solutions. To this end, AI will be integrated into all state systems: from defense to education, from public services to document management.
“We don’t just want to use AI — we are building an ecosystem. We are creating our own LLM, launching products that really change the functioning of the state. This is not copying other people’s solutions, but creating our own — innovative and effective ones,” the minister emphasized.
Recall that Ukraine is one of the first countries in Europe where digitalization has covered almost all areas of public administration. Now the focus is on artificial intelligence as the next stage of technological transformation.
