Ukraine introduces absentee summonses as part of increased mobilization

Today, the Cabinet of Ministers of Ukraine made an important decision regarding absentee summonses, which are introduced in the context of the law on increased mobilization. Resolution No. 747, officially published, opens a new stage of mobilization measures in the country and aims to ensure preparation for possible challenges to national security.

The document states that the summons “may be sent by registered mail with a description of the attachment and a notice of delivery.”.

The norm on “notification of delivery” is also included in other regulatory documents, in particular, the Procedure for organizing and maintaining military records of conscripts and the Procedure for conscripting citizens for military service.

Recall that a summons sent to a conscript to any of his addresses known to the CCC will be considered automatically served, regardless of the man's actions. Failure to appear for it will result in a fine in absentia, possible blocking of accounts, and deprivation of the right to drive a vehicle.
