In the Prozorro system, over 51 thousand purchases worth UAH 15.67 billion were published in the week from July 27 to August 2, 2025.
The largest tenders have traditionally been held by Ukrzaliznytsia, purchasing diesel fuel for locomotives. However, for the third month in a row, the state-owned Ukrnafta has not won – despite participating in the tenders. The reason is the special rules of Prozorro.Market: after submitting the starting offer, participants cannot lower it, so the winner is the one who immediately gives the lowest price.
The procurement leader is Volodymyr Petrenko's UPG group and his company Ukrpaletsystem, which has already earned UAH 5.55 billion on supplies to UZ since the end of 2024. This year, the company also gained control of almost 100 gas stations of Ihor Kolomoisky's Privat group and may take about 400 more.

"Sokar Ukraine" - 0.53 billion UAH (Azerbaijan)
LLC "Adil Oil" - 0.29 billion UAH (newcomer from Dnipro)
Of particular interest was the emergence of Adil Oil, a company registered only at the end of 2023. The owner, Liliya Lomova, previously managed First Group LLC, associated with the "Komodovsky" group of Oleksandr Granovsky and Andriy Adamovsky. These firms once won billion-dollar tenders and even appeared in criminal proceedings regarding the possible embezzlement of UZ funds.
Previously, during the war, Ukrzaliznytsia purchased fuel directly from manufacturers Orlen Lietuva, Exxonmobil, and Ukrnafta. But after the government's decision in 2024, direct contracts were canceled, and the company switched to purchasing through an e-catalog with a request for price quotes.
