Deputy Minister of Economy of Ukraine Tetyana Berezhna, at a meeting with representatives of the International Monetary Fund (IMF), announced a serious personnel shortage that the country is facing.
She reported that due to the war, the emigration of Ukrainians abroad, and internal migration, there is a personnel shortage and structural unemployment in the country. If in 2021 the official labor market had 11.5 million workers, then in 2023 this figure decreased to 9 million officially employed.
“According to preliminary calculations, in order to ensure annual GDP growth of 7% by 2030, we need 4.5 million additional workers,” Berezhnaya said.
As First Deputy Minister Oleksiy Sobolev noted during the meeting, over the past six months, GDP grew by 4.1%, and growth for the year is expected to be 3.5%.
“As for the forecast macro indicators for 2025–2027, the baseline scenario recently approved by the government takes into account both security factors and other factors, some of which arise from the security situation,” Sobolev said.
