Ukraine needs 4.5 million workers

Ukraine is experiencing the most acute shortage of workers in blue-collar occupations in sectors such as construction, transportation, and industry. According to estimates, the coming years will require a significant increase in the skilled workforce to rebuild the economy after the war.

This was stated by the Director of the State Employment Service, Yulia Zhovtyak, commenting on the situation in the country. She noted several key reasons for the personnel shortage:

  1. Structural unemployment – ​​before the war in Ukraine, there was already an underestimation of a number of working-class specialties that were not popular enough due to stereotypes about low salaries and lack of prestige.
  2. War and migration – the temporary occupation of territories in eastern Ukraine and the displacement of part of the workforce led to a situation where people who previously worked in industries such as mining found themselves in regions without demand for their skills.
  3. The economic consequences of the invasion – the destruction of enterprises and the reduction in economic activity – significantly affected the employment structure in the country.

The greatest shortage of personnel is observed in the following areas:

  • Construction – due to the need to restore infrastructure and housing stock, finding qualified workers in this area is extremely important.
  • Transportation – shortage of drivers, mechanics, and transport repair specialists.
  • Manufacturing industry – shortage of technical personnel, including machine operators, welders, and engineers.
  • Healthcare – demand for junior medical staff, nurses, and doctors is growing.
  • Social sphere - given the challenges of war, the need for social security workers has increased significantly.

According to the Ministry of Economy, the labor shortage could reach 4.5 million people in the next 10 years. Given the expected large-scale economic recovery after the war, the demand for workers in sectors such as construction, energy, transport, and healthcare will only increase.

Main directions for solving the problem:

The State Employment Service is already actively working to resolve the personnel crisis. The main areas of work include the popularization of blue-collar professions, the development of vocational education, and support for internally displaced persons. This includes cooperation with educational institutions, businesses, and the media to create a new image of blue-collar professions, as well as training and retraining specialists in accordance with current market needs.
