Ukraine needs about $52 billion in external financing to cover the budget deficit in 2026, but as of the beginning of the year, it has managed to attract only $5.5 billion in international aid. This was reported by the Ministry of Finance during a meeting of the Ukrainian Donor Platform committee.
According to the agency, some of the funds have been received through the ERA mechanism, as well as with support from the International Monetary Fund and the World Bank. At the same time, the amount of funding already received so far covers only a small part of the total need.
The context remains the significant state budget deficit for 2026, estimated at approximately UAH 1.9 trillion, or about 18.5 percent of gross domestic product. The main source of its coverage is identified as foreign aid and state borrowing.
At the time of budget approval, part of the required funding remained unconfirmed, which creates additional risks to the stability of public finances.
The Ministry of Finance emphasizes that further attraction of international support is critically important for ensuring macro-financial stability, financing social expenditures, and supporting the defense sector in times of war.
