Ukraine has experienced a shortage of Patriot air defense systems, despite the dire need for them. The problem arose due to the limitation of national security obligations within the framework of NATO's collective defense, which led to difficulties in transferring a large number of Patriots to Ukraine. Military expert Serhiy Grabskyi noted that the national obligation implies the impossibility of assigning all Patriot systems to combat duty and their transfer to Ukraine. It is noted that it is difficult to recruit personnel to maintain a large number of such systems, and Ukraine cannot train all military personnel to use Patriot. Grabskyi emphasized the need for a realistic assessment of the situation, calling for increasing the potential of air defense through the creation of a complex system that uses various components. He also expressed support for the idea of building up and improving air defense systems, taking into account both Soviet and Western components.
