The problem of the temporary suspension of funding for many important projects under the auspices of the United States Agency for International Development (USAID) is gaining momentum in Ukraine. This was due to the US decision made in late January 2025, when the US State Department announced a “suspension” of all existing foreign aid and the suspension of new programs. The consequences of this step may last up to six months.
In this regard, the Verkhovna Rada of Ukraine has already begun negotiations with European partners to find alternative sources of funding for the implementation of important humanitarian, educational and medical programs. According to parliament representatives, most organizations that previously received grants from USAID have not had time to prepare for such a sharp cessation of assistance.
The suspension of funding affects not only social projects, but also support for key initiatives, including education, healthcare, and assistance to children and families affected by Russia's armed aggression. This could create serious problems if new sources of funding are not found in time.
Ukrainian authorities are currently looking for ways to prevent the destabilization of key social processes in the country. The Ministry of Social Policy notes that this will not affect social assistance, as Ukraine receives funds for social support through other channels.
However, according to the deputies, the suspension of USAID programs jeopardizes important projects for the state. The parliament is actively consulting with European colleagues on the possibility of replacing funding at least for the period while the US continues to audit the aid and make final decisions.
Among the frozen projects are school support, medical assistance, including vaccination of children, and emergency assistance to mothers. This again calls into question the stability of Ukraine, as even minimal delays in the implementation of these programs could have long-term consequences for the social sphere.
Representatives of the Ukrainian government and diplomatic corps are trying to find ways to avoid negative consequences for the country, seeking support among European partners and calling on the US to reconsider its decisions.
