Corruption Perceptions Index: Ukraine remains among the most corrupt countries in Europe

In 2024, Ukraine received 35 points out of 100 possible in the Corruption Perceptions Index (CPI), which is one point less than in 2023. In the global ranking compiled by Transparency International, the country ranked 105th out of 180 countries.

"Minus one is not yet an indicator of decline, but it indicates the beginning of stagnation. This is an alarming signal for the authorities that we have done not enough somewhere. Even though 35 is the average result among the countries of our region, we cannot afford to be idle ," emphasized Andriy Borovyk, Executive Director of Transparency International Ukraine.

The result of the Corruption Perceptions Index-2024 is calculated based on 8 studies covering the period from February 2021 to September 2024 inclusive.

"Among the factors that positively influenced the result: the restoration of public e-declaration and reporting by parties, the adoption of the state anti-corruption program, the updating of legislation on the procurement of the Ministry of Defense and the activities of the NABU-SAP, and the generally active work of anti-corruption bodies. Over the past two years, the Supreme Anti-Corruption Court has issued 142 verdicts in top corruption cases. Among the negative trends, for example, the threat to the effective implementation of the DAP due to sabotage by some corrupt state bodies was noted. Also, over the past two years, there have been attempts to pressure journalists and the public, cases of political influence in various spheres, a scandal with leaks in the NABU and procurement of the Ministry of Defense or in its restoration ," the organization said.

Among neighboring countries, Ukraine, as before, is ahead of Russia, which lost 4 points and took 154th place in the ranking. Belarus also lost 4 points last year and is now on the 114th line.

Denmark leads the ranking for the seventh consecutive year with a score of 90. Finland and Singapore are in second and third place with scores of 88 and 84, respectively. New Zealand, with 83 points, is outside the top three for the first time since 2012, but remains in the top ten along with Luxembourg (81), Norway (81), Switzerland (81), Sweden (80), the Netherlands (78), Australia (77), Iceland (77) and Ireland (77).

Countries experiencing conflict or with severely restricted freedoms and weak democratic institutions occupy the lower half of the index. South Sudan (8), Somalia (9) and Venezuela (10) occupy the bottom three spots. Syria (12), Equatorial Guinea (13), Eritrea (13), Libya (13), Yemen (13), Nicaragua (14), Sudan (15) and North Korea (15) complete the list of countries with the lowest scores.

Since 2012, 32 countries have significantly improved their scores on the index and are now considered less corrupt. Over the same period, 47 countries have shown significant declines, including some high-scoring democracies such as the United States (65) and New Zealand (83), as well as autocratic states such as Russia (22) and Eswatini (27). Countries that have improved include Moldova (43), Kuwait (46) and Uruguay (76).

Let us remind you that last year Ukraine was in 104th place in the ranking.
