The Ministry of Environmental Protection and Natural Resources of Ukraine is actively working on the implementation of a national greenhouse gas emissions trading system. According to plans, Ukraine should fully launch this system by 2026.
Deputy Minister Viktoriya Kyreyeva stressed the importance of exempting Ukrainian businesses from paying CO2 tax when exporting to the EU in 2026. Even in the face of current challenges such as war, Ukraine has begun implementing its own greenhouse gas emissions trading system (ETS). This ambitious project will not only contribute to the country's economy, but will also meet Ukraine's obligations under Directive 2003/87/EC.
The plans for the current year include submitting a draft law on the emissions trading system to the Verkhovna Rada of Ukraine, its adoption in the same year, the launch of the ETS pilot regime in 2025, and a full launch in 2026.
Victoria Kyreeva also reported on the completion of work on a detailed plan of measures to create a STV in Ukraine, including stages, timeframes, and necessary infrastructure.
The Deputy Minister also reviewed the achievements in the field of climate policy of Ukraine for 2023, including the update of the greenhouse gas emissions monitoring system, the presentation of the Climate Policy vision at COP 28 and in Brussels, as well as the implementation of the strategy until 2035. The Climate Office was also opened in cooperation with German partners, and a methane emissions reduction plan was approved as part of the Global Methane Pledge initiative.
