Former head of Ukrenergo NPC Volodymyr Kudrytskyi said that the risk of electricity shortages and the use of outage schedules in Ukraine will persist for at least the next three to five years. He made this statement while commenting on the state of the power system and the prospects for its restoration.
According to Kudrytsky, medium-term risks remain objective. " The risk [of outage schedules] will persist for 3–5 years — this is an objective figure ," he stressed.
The former head of Ukrenergo paid special attention to the possible consequences of the cessation of hostilities and the return of citizens from abroad. In his opinion, this could significantly increase the load on the energy system. “With a ceasefire and the return of even a million Ukrainians… we will see a huge surge in consumption and we will have additional problems in the energy system,” Kudrytskyi noted.
He also commented on the government's official reports on the development of new generation. According to him, there is a significant difference between the declared and actual figures. "In 2025, it was reported that 2.4 thousand MW of distributed generation was deployed, and then 600 turned out to be," he said.
Amid ongoing attacks on energy infrastructure and the need to restore damaged facilities, the issue of the balance between generation and consumption remains key to the stability of the energy system. Experts have repeatedly emphasized that even after the active phase of the war ends, the system will need time to fully recover and increase capacity.
