The Cabinet of Ministers of Ukraine has adopted a resolution allowing state and municipal schools to introduce paid educational services on a voluntary basis. This decision should help educational institutions become more flexible and independent in the face of modern challenges.
According to the new rules, schools can expand the range of their services without waiting for additional funding from the state budget. The Ministry of Education explains: these are courses and services that are not part of the mandatory curriculum, but respond to the demand of society.
What will be paid?
Payment may be introduced for the following services:
-
courses in subjects outside the state curriculum (for example, programming, a second foreign language, preparation for external examinations/national technical education);
-
recognition of foreign or non-formal education;
-
taking qualifying exams for graduates of medical, pharmaceutical and rehabilitation specialties who studied abroad;
-
extended day — classes after the basic schedule, on weekends or holidays.
The government emphasizes that all basic subjects and educational processes will remain free. Participation in paid programs is only possible with parental consent, and education itself is guaranteed to be free.
Who sets the tariffs?
The prices for paid services will be determined by the schools themselves. The final decision will be made by local education authorities or school founders. This will allow taking into account local specifics and the financial capabilities of families.
The government emphasizes: the new funding model does not involve the abolition of free education, but only creates additional opportunities for those who strive for more.
