The debt situation in Ukraine is gaining serious momentum. Since May 2024, the number of new debts recorded in the Unified Register of Debtors (URD) has increased by 360 thousand. To date, the register already contains more than 8.8 million records. The whole year does not stop the growth trend: since the beginning of the full-scale war in Ukraine, the number of debts in the register has increased by almost 2 million.
The main reasons for such mass registration of debts are fines for violations of traffic rules (SDR) and administrative offenses. According to Opendatabot, the largest share in the register is occupied by fines for traffic violations, which account for 1.8 million records or 21% of the total. Next are penalties for administrative violations - 1.7 million, which is 20%. In third place in terms of the number of records are penalties in favor of the state budget, which currently account for 1.6 million or 18.5%.
At the same time, debts on utility payments amount to 727 thousand, or 8% of the total number of debts. This sector has also not been left without attention, however, compared to other categories, its share is smaller.
Interestingly, more than 21% of debts cannot be accurately attributed to any of the above categories, which may indicate the diversity of sources of debt and the ambiguity of some cases in the registry.
In addition, there has been a significant increase in property seizures under executive documents - 24% more than before. The number of such cases reached 15.6 thousand. The number of confiscations in criminal cases (excluding corruption cases) also increased by almost 17%, reaching 11.8 thousand.
This rate of debt growth indicates the growing financial pressure on Ukrainians in the context of war and economic difficulties. Most debts are becoming difficult to repay, and accordingly, state authorities are actively working on their collection, which creates an additional financial burden for the population.
