On December 1, 2024, the winter support program was launched in Ukraine, which provides for the payment of one thousand hryvnias to each citizen. According to the Ministry of Digital Transformation, in the first 24 hours after the launch of the program, Ukrainians submitted more than 2.5 million applications for assistance.
“2,500,000+ applications for “Winter eSupport” per day. This is an absolute record for digital services. Undoubtedly, it has become the most massive online service in the world,” he wrote in his Telegram.
According to him, Ukrainians have filed more than 551,000 applications for children. Among those who filed applications, 64% are women, 36% are men, and the average age is 30–40 years.
"If you haven't had time to submit an application yet, update the application and apply for state assistance. The service is so fast that it's almost imperceptible, it only takes a few seconds to submit an application. By the way, we survived the overload, "Diya" is working stably," the minister noted.

In October, Ukrainian President Volodymyr Zelensky instructed the Cabinet of Ministers to implement a new program starting December 1, under which every Ukrainian will receive 1,000 hryvnias. The program was called “winter e-Support.” The money can be spent on paying for utilities, Ukrzaliznytsia tickets, Ukrainian medicines, books, and cultural services, as well as donating to the Armed Forces of Ukraine.
The Cabinet of Ministers has determined the procedure for submitting an application for “winter support” in the amount of one thousand hryvnias. The assistance is provided once to an individual at his/her request, if he/she has reached the age of 18 as of December 1. To receive assistance, it is necessary to have a registration number of the taxpayer’s registration card and at the time of submitting the application to be on the territory of Ukraine, except for the temporarily occupied territory. You can also receive assistance for children.
Yesterday, on the day applications for payment began to be accepted, Minister of Digital Transformation Mykhailo Fedorov noted that in 5 hours, Ukrainians had submitted more than 1,000,000 applications for 1,000 hryvnias in the “Diya” application.
