The State Migration Service of Ukraine reminded citizens of their responsibility for using passports with expired photos. Despite the fact that such a document remains valid indefinitely, its owners are obliged to update their photos in a timely manner.
According to current legislation, in the old-style passport, a photo must be pasted at the age of 25 and 45. This is done within one month from the date of birth. If this deadline is missed, the passport is considered invalid.
The State Migration Service notes that there is no forced exchange - the passport remains valid. However, switching to an ID card is mandatory in the following cases: if the deadline for pasting a photo has expired; if the passport is damaged, lost or stolen; if personal data (for example, last name) changes. According to Art. 197 of the Code of Ukraine on Administrative Offenses: first violation - warning; repeated within a year - a fine from 17 to 51 UAH. The Cabinet of Ministers of Ukraine has reduced the terms for urgent production of passports: now it is 7 working days instead of 10. The decision concerns the exchange or renewal of documents. The initial registration remained unchanged.
Ukrainians must complete the conversion of paper work books into digital format by June 10, 2026. Failure to do so may result in delays in processing pensions, as well as risks of losing part of the insurance period.
