The parliament is considering an initiative to restore the preferential regime for vehicle customs clearance, which was initially introduced at the beginning of the full-scale military aggression and is available to all Ukrainians. However, the new proposal provides for the restoration of this benefit only for a limited number of citizens.
On the official web portal of the parliament, a draft law entitled "On Amendments to the Tax Code of Ukraine on Zero Customs Clearance of Vehicles for Participants in Combat Operations and Persons Victims of Military Aggression against Ukraine" (No. 10353) was published.
In accordance with this draft law, the deputies propose to exempt from customs clearance vehicles for participants in hostilities, relatives of those killed in battle, as well as persons whose cars were damaged as a result of the war. Under the terms of the law, one vehicle per person is allowed to be imported, and an individual who has transferred his vehicle to a military unit can also import one car duty-free.
Duty-free customs clearance is planned to be implemented during martial law and within a year after its end. However, it should be noted that the parliament has already registered several similar bills, and none of them reached the stage of consideration in the session hall. This makes the probability of the adoption of this draft law very small.
We would like to remind you that on April 5, 2022, the law on the abolition of fees and taxes for customs clearance for individuals during martial law entered into force in Ukraine. However, from July 1, 2022, zero customs clearance was abolished, i.e. the procedure for customs clearance of cars in Ukraine became the same for all citizens.
