In response to a request from the International Monetary Fund (IMF), Ukraine is planning to create a register of bank card holders, which could make it more difficult for some citizens to switch banks. This requirement is included in the updated Memorandum signed between the IMF and the Ukrainian authorities.
The IMF, as a creditor, sets specific conditions for Ukraine to ensure the effective use of borrowed funds and the country's financial stability. It is interested in the timely repayment of loans, which assumes proper solvency of borrowers. This stimulates the IMF to introduce requirements that contribute to improving the financial climate and optimizing public finances.
Experts believe that introducing a register of cardholders will help minimize the use of cards for tax evasion. Such cards are often used for shadow transactions, including mass payments without paying taxes.
This step will contribute to a more transparent financial environment, but may complicate the lives of cardholders who intend to change banks. Now each cardholder will be forced to carefully consider their actions before transferring their card to another person. However, for most Ukrainians, this registry will not affect the usual use of bank cards.
