The State Financial Monitoring Service of Ukraine and the State Bureau of Investigation are investigating corruption schemes in the Ministry of Defense related to the purchase of weapons from the Czech company Pamco int as in April 2022, Ukraine transferred $ 32.9 million, but most of the order did not receive.
On April 13, 2022, the state -owned company "Ukrspecexport" signed two contracts with the Ministry of Defense of Ukraine:
- CONTRACT №403/1/22/121 - for the purchase of ammunition for UAH 679.8 million.
- CONTRACT №403/1/22/22 - for the purchase of military equipment for UAH 317.8 million.
To fulfill these contracts, Ukrspecexport has concluded agreements with the Czech company Pamco int as
Total purchase cost:
- $ 22.5 million for ammunition.
- $ 10.4 million for military equipment.
On April 25, 2022, Ukrspecexport transferred a full prepayment to the Czech company - $ 32.9 million. However, real deliveries did not meet the agreements:
- Ukraine received only 4.8% of the ordered ammunition.
- Military equipment was not delivered at all.
Investigators of the DBR found that Pamco int as has transferred the funds received to other accounts, including:
- $ 7.94 million (UAH 232 million) was transferred to S lux Doo account
- $ 11.08 million (UAH 324 million) was converted to other currencies and transferred to PAMCO INT AS accounts
- € 16.2 million (UAH 474 million) also transferred to PAMCO INT AS accounts
Thus, much of the funds were withdrawn from access to the Ukrainian side.
Ukraine has already requested the Czech law enforcement officers. In November 2023, Czech financial monitoring blocked $ 14 million in Pamco int as accounts that could be returned to Ukraine.
In addition, the funds of Vladislav Belbasa were arrested as part of this investigation.
LLC "Ukrainian armored vehicles" was established in 2001. The owner of the company until 2017 was Alexander Kuzma, who is a relative of Mykola Kuzma - Assistant People's Deputy Sergei Pashinsky.
Currently, one of the co -founders of the company is the Bureau of National Development, which also owns Kuzma.
Sergey Pashinsky himself, who now heads the National Association of Defense Industry enterprises, denies his involvement in this scandal, calling the investigation into a pro -Russian provocation.
