Ukrainians massively fail to pay fines for military registration

In Ukraine, the number of overdue fines for military registration violations has increased sharply. In just three months of 2025, 9,658 enforcement proceedings have been opened - almost as many as in all of 2023 (10,541 proceedings). At the same time, Ukrainians are in no hurry to pay fines, which can lead to serious legal consequences.

According to the results of 2023, 23% of proceedings are still not closed, and among the fines issued last year, 52% remain unpaid. This means that every second debtor neglected to pay the fine even after the opening of enforcement proceedings.

Where are the most fines imposed?

The leaders in the number of fines for military registration in 2025 were:

  • Dnipropetrovsk region – 1,053 proceedings
  • Kyiv – 1,003 proceedings
  • Poltava region – 916 proceedings

A significant number of fines were also recorded in the Odessa, Kharkiv, and Lviv regions.

The most problematic group is Ukrainians aged 25 to 35 - they account for almost 50% of all overdue fines in 2025. Another 38% of proceedings are citizens aged 36-45.

Many Ukrainians do not pay fines due to lack of information, distrust of the system, or the belief that they can avoid liability. However, it is worth remembering that unpaid fines can lead to:

✔ seizure of bank accounts and property
✔ blocking of travel abroad
✔ additional financial sanctions

Fines for military registration violations continue to increase, and the penalties for non-payment are becoming stricter. If the growth rate of overdue fines does not change, the number of such proceedings may exceed 40,000 by the end of the year.

Experts urge citizens to be responsible and not accumulate debt, as ignoring fines can lead to even bigger problems.
