In Ukraine, the number of penalties for violation of military accounting has increased sharply. In only three months of 2025, 9,658 enforcement proceedings have already been opened - almost as much as for the whole 2023 years (10 541 proceedings). At the same time, Ukrainians are in no hurry to pay fines, which can lead to serious legal consequences.
According to the results of 2023, 23% of the proceedings have not yet been closed, and among the penalties issued last year, 52% remain unpaid. This means that every second debtor was neglected to pay a fine even after the execution of the enforcement proceedings.
Where are the most fined?
The leaders in the number of fines for military registration in 2025 became:
- Dnipropetrovsk region - 1 053 proceedings
- Kyiv is 1 003 proceedings
- Poltava region - 916 proceedings
Also, a considerable number of fines were recorded in Odessa, Kharkiv and Lviv regions.
The most problematic group was Ukrainians aged 25 to 35 - they account for almost 50% of all overdue fines in 2025. Another 38% of the proceedings are citizens of 36-45 years.
Many Ukrainians do not pay penalties because of lack of information, distrust of the system, or the belief that they can avoid responsibility. However, it should be remembered that an unpaid fine can lead to:
✔ Arrest of bank accounts and property
✔ Blocking travel abroad
The penalties for violations of military accounting continue to rise, and the responsibility for their non -payment becomes harsher. If the growth rate of overdue penalties does not change, then by the end of the year, the number of such proceedings may exceed 40 thousand.
Experts urge citizens to be responsible and not accumulate debt, as ignoring fines can have even greater problems.
