Between 2016 and 2018, Kyiv businessman Denys Komarnytskyi and his wife owned at least 110 apartments in new buildings in the capital. A significant part of this housing stock — 52 apartments — was located in the Comfort Town residential complex, another 48 — in the Central Park residential complex, and 10 — in Tetris Hall. All of these complexes were built by KAN Development , founded by Igor Nikonov, a former deputy head of the Kyiv City State Administration under Vitali Klitschko.
The property was reportedly transferred to the Komarnytskys for a short period of time — often just a few days or weeks — and then sold. They could have earned up to 440 million hryvnias from this apartment sales scheme.
It is officially unclear on what grounds the businessman received such a number of apartments. However, one of the possible options that sources are considering is investment agreements with a fixed purchase price. This version was voiced by Igor Nikonov, noting that companies associated with Stepan Chernovetsky (son of the former mayor of Kyiv) were the owners of the land for development and it was they who financed the projects, while KAN Development acted only as a developer.
Nikonov also denied the possibility of transferring apartments as a form of bribery, emphasizing that in the period 2016–2018, Komarnytskyi did not have sufficient political or administrative influence to put pressure on developers. At the same time, Komarnytskyi's influence in city affairs did grow sharply in two other periods: 2006–2010 and from 2019 to the present.
Against the backdrop of chronic corruption scandals in city government and the construction sector, the situation with the mass purchase of apartments raises questions - was this scheme exclusively a business, or could it have served for hidden financing or informal settlements?
