In the period from 2016 to 2018, Kiev businessman Denis Komarnitsky and his wife owned at least 110 apartments in the new buildings of the capital. Much of this housing stock - 52 apartments - was in the residential complex "Comfort Town", 48 more - in the LCD "Central Park", and 10 - at Tetris Hall. All these complexes were erected by Kan Development , founded by Igor Nikonov, former deputy chairman of the KSCA for Vitaliy Klitschko.
It is reported that the real estate was owned by the Komarnitsky spouse for a short term - often only a few days or weeks, after which it was sold. In this scheme for the sale of apartments, they could earn up to UAH 440 million.
It is officially unclear on what grounds the businessman received so many apartments. However, one of the possible options for considering sources is investment transactions with fixed cost of purchase. Igor Nikonov voiced such a version, noting that the companies related to Stepan Chernovetsky (the son of the former mayor of Kiev) were owners of land for construction, and they financed the projects, and Kan Development was only a developer.
Nikonov also denied the possibility of transferring apartments as a form of bribe, emphasizing that in the period 2016–2018 Komarnitsky did not have sufficient political or administrative influence on pressure on developers. At the same time, Komarnitsky's influence in urban cases has really increased sharply in the other two periods: 2006–2010 and from 2019 to the present.
Against the backdrop of chronic corruption scandals in the city administration and construction sphere, the situation with a massive accumulation of apartments raises the question - was this scheme exclusively business or could serve for hidden funding or informal calculations?
