The Cabinet of Ministers of Ukraine adopted a resolution that allows public and communal schools to introduce paid educational services on a voluntary basis. This decision should help educational institutions to become more flexible and independent in the face of modern challenges.
According to the new rules, schools can expand the range of services without waiting for additional funding from the state budget. The Ministry of Education explains: it is a matter of courses and services that are not part of a compulsory curriculum, but respond to the request of society.
What will become paid
Payment can be introduced for the following services:

courses on subjects outside the state program (eg, programming, second foreign language, preparation for EIT/NMT);

recognition of foreign or informal education;

passing qualifying exams for graduates of medical, pharmaceutical and rehabilitation specialties that have studied abroad;

Continued day - classes after base schedule, weekends or holidays.
The government emphasizes that all basic subjects and educational processes will remain free of charge. Participation in paid programs is only with the consent of parents, and education itself is guaranteed free of charge.
Who sets tariffs
Prices for paid services will be determined by the schools themselves. The final decision is made by local education authorities or school founders. This will take into account the local specificity and financial capabilities of families.
The government emphasizes that a new funding model does not provide for the abolition of free education, but only creates additional opportunities for those who seek more.
