Ukroboronprom spends 32 million on audit while the front awaits drones and armored vehicles

A tender for the audit of the financial statements of the state concern "Ukrainian Defense Industry" (formerly "Ukroboronprom") for 2025–2027 has appeared on the state platform Prozorro. The expected cost of the services is almost 32 million hryvnias.

While the war continues at the front and continuous supplies of drones, armored vehicles, fuel, and communications equipment are needed, the state defense company is spending tens of millions on accounting audits and comprehensive insurance for company cars.

Previously, analysts recorded systemic abuses at Ukroboronprom: through fictitious tenders, state funds went to affiliated structures, including LLC MDM-Technology, LLC Company for Engineering Cooperation in Aviation, LLC Spetstransgroup, and LLC Vazhtransmash.

Procurement conditions artificially limited competition, and contracts provided for inflated prices for military products. Part of the budget funds was withdrawn through fictitious sole proprietorships and conversion centers, with subsequent legalization and use for private purposes.

In addition, the influence of companies in territorial recruitment centers allowed their employees to illegally receive bookings. The investigation of criminal proceedings No. 62021000000000748 has been ongoing since 2021, but none of the key officials have been held accountable so far. This indicates a political cover-up and systemic sabotage of law enforcement agencies.

Experts draw attention to the mismatch of priorities: at a time when the state must guarantee the front critical resources, tens of millions are spent on internal audits, which do not protect against systemic fraud and embezzlement.
