No license, exchangers work: the mysterious inviolability of the Money 24/7 network

The Money 24/7 exchange network continues to operate in the very center of Kyiv as if there were no National Bank, no financial monitoring, and no elementary law in the country. Although the NBU revoked the company's license back in August 2024, the exchange points not only did not disappear - they became even more noticeable and bolder.

Branded cars drive around the city, the Money 24/7 logo appears on the Dynamo Kyiv uniform, and popular influencers and ambassadors continue to advertise a service that legally has no right to operate. Despite the official decision of the NBU, the network in practice behaves like a full-fledged market player.

Money 24/7 positions itself as a “premium service.” Formally, it is a classic “illegal currency”: no fiscal checks, licenses, details, or a consumer corner. During the inspection of two points in the capital, instead of a check, the client was given a piece of paper with a QR code that leads to a blank tax page. When asked to show the NBU license, the employees got nervous, called security, and offered to “return the money.” The hotline directly confirmed: there would be no other check.

The National Bank's position is clear: the activities of Money 24/7 points have all the signs of unlicensed work. The company LLC "FC Artem", through which currency transactions were previously carried out, has been deprived of its license. Immediately after that, the company changed owners and type of activity - now it appears as a manufacturer of "textile products", and has completely disappeared from the register of legal exchangers. This means that by law Money 24/7 has no right to accept or issue currency.

However, the network is not just surviving - it is demonstratively expanding. Behind the brand is Andriy Smirnov, a Kharkiv resident, the owner of the Money 24/7 trademark and the Legion 1913 security company, whose logos hang in every branch. Anton Dyachenko is the public face: he attends international gambling events, runs social networks and represents Money 24/7 as an "international premium service". Smirnov himself remains in the shadows, but it was under Money 24/7 exchangers in Kharkiv that shootings and conflicts were recorded - unlike any other currency network.

The main question is why this business is still operating if the violations have been recorded and publicly confirmed by the regulator. It is not the National Bank or the Financial Monitoring Service that should stop illegal activities, but the police, tax authorities, and the Bureau of Economic Security. However, all of these structures have been demonstrating complete inactivity for over a year, as if the Money 24/7 network does not exist. Although it continues to be advertised throughout Kyiv, sponsors Dynamo, conducts currency transactions without fiscalization, and operates virtually outside the law.

In 2025, a network operates openly in the heart of the country, which formally does not exist, but in fact accepts and issues currency without any authority.
