A recently created company without equipment, employees, and an office received a contract to build a radiation shelter in Kherson for the amount of UAH 82 million.
The Kherson City Council's Capital Construction Department has signed an agreement with the Kyiv-based Tensens company to build a large radiation shelter on the territory of Kherson Vocational School No. 2. This shelter is to be built in an area of high-rise buildings and the private sector, but the contract was awarded without an open tender. The regional Defense Council gave permission for such a contract back on November 14.
Having studied the estimate, Glavkom journalists found out that Tensens had inflated the prices for construction materials. For example, sand and gravel in the project cost almost twice as much as market prices. This calls into question the company's honesty and the efficiency of using budget funds on such projects.
Interestingly, Tensense was only founded in May 2023, and its owners and managers – Serhiy Gaidukevich and Vadym Kushnir – are connected to dozens of other companies that have subsequently changed their owners and registered addresses. These facts indicate the likely use of the company to sell contracts and schemes related to the resale of construction services.
Despite the fact that the company has no equipment and employees, it received a contract for 82 million UAH. The head and owner of the company were changed just two days before the signing of the contract. The new director and ultimate beneficiary was Maksym Serdyuk from Poltava region, who was previously registered as a taxi driver.
Kherson residents have been protesting for months against the construction of large radiation shelters in the city, fearing that the growth of military infrastructure could attract additional shelling from Russia. Despite this, local authorities continue to push forward with new construction projects, causing additional concern among the public.
