A recently created company without equipment, employees and an office received a contract for the construction of an anti-radiation shelter in Kherson for the amount of UAH 82 million.
The Department of Capital Construction of the Kherson City Council concluded an agreement with the Kyiv company Tensens for the construction of a large anti-radiation shelter on the territory of the Kherson Vocational School No. 2. This shelter is to be built in an area of high-rises and the private sector, but the contract was awarded without open bidding. The Regional Defense Council gave permission for such a contract back on November 14.
After studying the estimate, Glavkom journalists found out that the Tensens company overestimated the prices of materials for construction. For example, sand and crushed stone in the project cost almost twice as much as market prices. This calls into question the company's honesty and the efficiency of using budget funds on such projects.
It is interesting that Tensens was founded only in May 2023, and its owners and managers - Serhiy Gaidukevich and Vadym Kushnir - are connected with dozens of other companies that later changed their owners and registered addresses. These facts indicate the probable use of the company to sell contracts and schemes related to the resale of construction services.
Despite the fact that the company has no equipment and employees, it received a contract for UAH 82 million. The manager and owner of the company were changed only two days before the signing of the contract. Maksym Serdyuk from Poltava region, who was previously registered as a taxi driver, became the new director and ultimate beneficiary.
Residents of Kherson have been protesting the construction of large anti-radiation shelters in the city for several months, fearing that the growth of military infrastructure could attract additional shelling from Russia. Despite this, local authorities continue to promote new construction projects, causing further public concern.
