Officials of the Department of Urban Planning and Architecture of the KSCA, Developer Andrey Vavrysh, and related developers were included in the field of view of law enforcement officers. It is about the construction of a large -scale residential complex "Karavayiv dachas" on land intended for social needs. According to the investigation, there are signs of self -government, forgery and abuse of power.
The investigation is conducted by the Solomensk District Prosecutor's Office of Kyiv within the framework of criminal proceedings No. 42025102090000082 (Article 356 of the Criminal Code of Ukraine).
Back in 2004, the Kyiv City Council transferred the plot to the street. Field, 73 of Afghan Veterans Center. The purpose is to place a prosthetic workshop and administrative premises. According to the terms of the contract, housing was explicitly forbidden.
But already in 2013, when the position of Deputy Director of the KSCA Department was held by Andriy Vavrysh, urban planning conditions were published that opened the way to build. According to the investigation, this happened without changing the purpose of the land and without consent with the controlling instances. Despite formal restrictions, the high -rise project was agreed within the department.
The developer was the company Onyx Bild LLC, headed by Oleg Sokirko. The key beneficiary of construction is the Saga Development developer group, founded by Andrei Vavrysh after his release from the City Hall.
This fact raises reasonable suspicion of conflict of interest - because the official who ensured the allocation of urban planning conditions, subsequently received a financial benefit from the implementation of the project.
The construction of a residential complex for 736 apartments was repeatedly accompanied by court prohibitions, prescriptions of DABI and other sanctions. However, these measures did not stop work. The facility was put into operation and the apartments were implemented through affiliated structures.
